Steve D. Engel, RLA
President/Managing Director
Steve Engel, RLA is the founder of Vista Design, Inc. and serves as its president and managing director. Mr. Engel is a Registered Landscape Architect licensed in Maryland, Delaware and Virginia with more than 23 years of industry experience encompassing project management, land planning, site evaluation, zoning, site design, aesthetic landscape design, permitting, and contractor bidding and selection. Mr. Engel provides the oversight and direction for all phases of the design, construction and project management processes, from conceptualization through project closeout, including interfacing with regulatory agencies, contracts negotiation, and management of the overall design process. In addition to his Landscape Architect registrations, Mr. Engel is certified by the Maryland Dept. of Natural Resources (DNR) as a Forest Conservationist; is certified by the Maryland Dept. of the Environment (MDE) as Responsible Personnel in Erosion & Sediment Control (Green Card); and is certified by the Delaware Dept. of Natural Resources and Environmental Control (DNREC) as a Certified Construction Reviewer (CCR) for sediment and stormwater controls. Mr. Engel is a graduate of West Virginia University with a BS in Landscape Architecture. |

Richard F. Polk, PE
Director of Engineering
Richard F. Polk, PE, Vista Design's Director of Engineering, is a Professional Engineer licensed in Maryland, Delaware and Virginia. Mr. Polk's more than 22 years of experience in land development, engineering/design, and construction was acquired through the successful management of a wide variety of commercial, residential and public works projects throughout the eastern United States. The diversity of Mr. Polk's background enables him to develop practical, cost-saving solutions to all engineering challenges. Mr. Polk manages the day-to-day activities of Vista's engineering/design department, including site evaluation, zoning, site design, traffic studies, permitting, geotechnical studies, environmental studies, and value engineering, in addition to bidding and construction phase services. Mr. Polk's extensive experience in the land development and construction industries also renders him as uniquely qualified to advise our clients in regard to project financing, budgeting, project management, and selection of architects and contractors, thereby further assuring the success of your project. Mr. Polk is a graduate of Virginia Polytechnic Institute and State University with a BS in Civil Engineering. |

Dominic L. Agresta, PLS, RLS
Director of Surveys
Dominic Agresta, PLS, RLS, Vista Design's Director of Surveys, is a licensed surveyor in multiple states who has amassed more than 15 years of land surveying and project management experience. In addition to land surveying, Mr. Agresta's educational background and professional experience encompasses land planning and the design of utilities, stormwater management facilities and highway entrances, as well as preparation of grading plans and erosion & sediment control plans. Mr. Agresta's extensive land surveying experience includes, but is not limited to: boundary and property line surveys; GPS and control surveys; ALTA/ASCM land title surveys; topographic and location surveys; route & highway surveys; property reconstruction surveys; wetland location surveys; agricultural land preservation & easement surveys; volume calculations, construction stakeout; and preparation of as-built drawings for buildings, utilities and stormwater management facilities. Mr. Agresta is a graduate of Delaware Technical College with a degree in Engineering & Surveying. |

Michael N. Goldberg
Director of Marketing
Michael Goldberg, Vista Design's Director of Marketing, came to us from the commercial real estate finance industry, where he accumulated more than 25 years of experience in interim, permanent and construction lending, real estate asset management, real estate loan workout, construction loan administration, construction contracts administration, project management, property analysis, and site inspection. Mr. Goldberg served at the executive level in both regional and major national banks, as well as leading real estate asset management firms. Prior to joining Vista Design, Inc. Mr. Goldberg was a consultant and close advisor to major investment banks, providing asset-based due-diligence services in connection with commercial mortgage-backed securities. Mr. Goldberg is a graduate of Richland College with a degree in Construction Management & Technology. |

Richard F. Blasey, PE
Engineering Team Leader
Richard F. Blasey, PE is a Maryland-registered Professional Engineer who joined Vista Design, Inc. immediately upon receiving his BS in Civil Engineering from Trine University, from where he earned a 3.7 GPA, placement on the Dean's List, and membership in the National Honor Society. Mr. Blasey was initially hired as a design engineer, a position in which he rapidly gained proficiency by consistently demonstrating exceptional engineering and management skills. As Engineering Team Leader, Mr. Blasey continues to excel through an effective, hands-on leadership style and by successfully applying his considerable technical expertise to a diverse mix of both private and public-sector projects. In addition to his PE registration, Mr. Blasey is certified by the Maryland Department of the Environment (MDE) as Responsible Personnel in Erosion & Sediment Control (Green Card), and is a Certified Construction Reviewer (CCR) in Delaware for sediment and stormwater controls. |

Brian Zollinger
Project Manager
Brian Zollinger joined Vista Design, Inc. immediately following
his graduation from West Virginia University where he earned a BS in Landscape Architecture. With a total of eleven years of landscape architecture and project management experience, Mr. Zollinger diligently worked his way up through Vista Design's ranks to his current position of Project Manager. While a student at WVU, Mr. Zollinger was awarded the bronze medal in the National Student Design Competition sponsored by the American Society of Landscape Architects (ASLA). He maintains his active membership in ASLA today. |
